Marketing Manager San Luis Obispo County Farm Supply Co; past
executive board member, San Luis Obispo Chamber of Commerce. Mr. Coy
served eight years as a member of the San Luis Obispo County Board of
Supervisors, and as Chairman of the board twice during that term. He
is a strong supporter of economic growth.

Community Development Corporation. Prominent leader in the low-income
housing industry serving on local, state and national housing
committees. Her professional activities include serving on the Board
of the National Rural Housing Coalition, California Coalition for
Rural Housing, National Housing Conference National Rural Self-help
Housing Association,
Board of the
Sisters of Charity.
She is an alumni of Fannie Mae Housing Impact Advisory Council and a
member of California Housing Conference, State of California Housing
Task Force, and Home Builders Association of the Central Coast. She
also provides consulting services to numerous organizations throughout
the United States.

KATHY MARCOVE:
Employment Service Manager for the San Luis Obispo One Stop system operated by Shoreline Workforce Development Services and President of Marcove Enterprises, Inc. Kathy has 20 years experience training professionals in organizational behavior, managing diversity, and training the trainer. She has been a training consultant for a wide variety of private and public organizations throughout the world most notably the US Peace Corps, Operation Smile, and Terra Livre. As a graduate of the American College of Switzerland, Kathy holds a Bachelor’s degree in International Political Studies and after serving as a Peace Corps Volunteer in Papua New Guinea continued her education earning a Master’s degree in International and Intercultural Management from the School for International Training. She has been a faculty member at Cuesta College since 2000 in the Business Education Department, a founding faculty member of the Customer Service Academy, and recruited by the Institute for Professional Development to serve as the lead instructor to develop the Supervision and Management Academy.

ANITA M. ROBINSON:

President, Mission Community Development Corporation. Some of her
present affiliations include the SLO Rotary Club, 14 years as the
treasurer of Economic Opportunity Commission (EOC) of San Luis Obispo
County, Economic Forecast Project of SLO County Board Member, San
Luis Obispo County Housing Trust Fund Chairman, Cuesta College
Foundation Board, Girl Scouts of America Advisory Council of San Luis
Obispo. Her accomplishments include being selected as the
Independent Banker of the Year in 1996 by the California
Independent Bankers, the Economic Opportunity Commission’s
Volunteer Board Member of the Year award (1998 & 1999). She was
named the 2000 Financial Services Advocate of the Year by the
U.S. Small Business Administration for her advocacy efforts to assist
deserving small businesses obtain the financial assistance they need;
and received the 2003 Cal Poly Entrepreneurial Leadership
Award-Financial Services.

Rossi Enterprises/Infinite Horizons, Inc.; Director of Mission
Community Bank, Mission Community Bancorp and Mission Community
Development Corporation. Co-founder of Richmond/Rossi/Montgomery (RRM)
Design Group, an Architectural/Environmental/Planning firm that
currently is involved in projects throughout California, including the
recent Master Plan for Cal Poly. His business involvements include
investments in commercial and recreational real estate, with endeavors
often focused on “landmark properties” or historical projects. His
community affiliations include serving on the Board of Directors for
Special Olympics, fundraising for Hospice, Board member of San Luis
Obispo Chamber of Commerce and Board member of the San Luis Obispo
Performing Arts Board. He founded Rossi Foundation in 1991 for the
purpose of furthering local charitable and community involvements.

ELIZABETH
STEINBERG:
Chair, Mission
Community Services Corporation; Executive Director, Economic
Opportunity Commission (EOC); Director, Economic Vitality
Corporation; Director, Mission Community Development Corporation. As
Executive Director for the EOC, a private non-profit community action
agency since 1965, she oversees a budget of $50 million which services
over 40,000 persons a year. EOC encompasses Head Start, Child Care
Resource Connection, Energy Conservation and Assistance, Health
Services, Senior Health Screening, Homeless Shelter and Emergency
Services. EOC operates State and Federal Children’s programs in seven
counties of California. She is the recipient of the California
Association of Non Profits’ “Leadership in Excellence” award,
“Professional Woman of the Year” award, Cuesta College, and “Woman of
the Year” award, Commission on the Status of Women. Some of her
affiliations include: California Family Health Council Board; Family
Planning Council Board; San Luis Coastal District Advisory Council;
United Way Board member; Children’s Service Network Chairperson.

ESTELLA VAZQUEZ:
Cuesta College Outreach Recruiter for the
English-Second-Language program. Active volunteer with many
non-profit community organizations including Living in America, Vision
Unida, Adelante Mujer Hispana, Latino Outreach Council, California
Hispanic Advisory Committee, S.A.F.E., Children’s Health Initiative,
Binational Health Week, among others. President of the Latina
Leadership Network (Cuesta Chapter), a member of the Cuesta College
cultural Diversity and student equality committee. Estella has
received many awards including Pionera Award, Women of Distinction
Award, Volunteer of the Year, Mary Rhodes Award, Adelante Mujer
Hispana, Most Influential Latino and has received other local, State &
congressional recognition.

VICTORIA CONNER:
Principal, Strategic Vitality LLC, a consulting practice focusing on collaborative strategic planning and visioning, meeting facilitation, and “creative consensus-building”. Her recent work includes facilitation of the Aerospace Advisory Council reporting to Lt. Governor John Garamendi and the California Commission on Economic Development. Conner served as project lead for development/implementation of the statewide California Space Enterprise Strategic Plan 2007-2010, supporting the California Space Authority and over 200 public/private stakeholders and 100+ organizations throughout California in a three-year statewide strategic planning initiative for the $76B California space enterprise community. In addition to local nonprofit strategic planning support, Conner served as lead consultant for Allan Hancock College’s development of its most recent strategic plan, involving numerous College constituencies, with inputs from hundreds of internal and external stakeholders. In 2005, Conner served as the “architect” of the California Innovation Corridor, a collaboration of 40+ education, workforce, economic development and private sector partners engaging to explore innovation and talent development through 25 discrete projects in thirteen counties. A Corridor Initiative written for the California Space Authority by Conner was put forward by the Governor’s Office and the Labor and Workforce Development Agency in response to the U.S. Department of Labor’s “Workforce Innovation in Regional Economic Development - WIRED” opportunity and was awarded $15M in 2006. Conner is now completing her final year of implementation support for the Corridor DOL Initiative. Conner has over 30 years of communications experience, with past professional work in public relations, marketing, human resources and teaching.
